Request for Proposals: Clean Water Education Partnership (CWEP) Spring Mass Media Campaign
The Clean Water Education Partnership (CWEP) is a cooperative effort between local governments to protect North Carolina's waterways from stormwater pollution through public education and outreach about stormwater pollution impacts and solutions. CWEP is administered by Central Pines Regional Council (CPRC) and is governed by a Steering Committee of representatives from each of the 42 local government partners. This year's FY24 Vehicle Maintenance outreach campaign purpose will be to educate the public on how they can take actions to decrease vehicle maintenance pollution in stormwater runoff.
There are 4 different RFPs available: 1) Radio Advertising, 2) TV Streaming Advertising, 3) Social Media Digital Advertising, and 4) Spanish Advertising. Applicants may submit proposals for one or multiple RFPs.

CLOSED Request for Letters of Interest: Safe Streets and Roads for All (SS4A) Vision Zero Action Plan
Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), through Central Pines Regional Council (CPRC), invites qualified consulting firms or persons to submit a Letter of Interest for a Safe Streets and Roads for All (SS4A) Vision Zero Action Plan. The plan will identify, affirm, and implement Vision Zero strategies and action items, including creative and collaborative solutions to the most pressing safety challenges across the entire DCHC MPO planning area which includes the City of Durham, Durham County, portions of Orange County, the Town of Chapel Hill, the Town of Carrboro, the Town of Hillsborough, and northeast Chatham County.

CLOSED Request for Proposals: Triangle Transportation Choices Program
The Triangle Transportation Choices transportation demand management (TDM) grant program is now requesting proposals for three different funding opportunities for a pilot 2-year RFP covering fiscal year 2024-25 (FY25) and fiscal year 2025-26 (FY26). It is the first time ever that the Program is offering grants for a two-year period of performance. A brief overview of these three different RFPs (traditional, innovative projects, and equity & inclusion pilot initiative) can be viewed here.
The application package (.zip) for each RFP can be downloaded directly via the links provided below. To ensure all links work within the application package, please remember to extract all documents from the zip folder. We strongly recommend that interested applicants begin by reading the application guidance document included in each application package. Completed applications, including all required submission documents, must be uploaded and submitted online using the links below by 5:00pm EST on Monday, February 12, 2024, to be considered for funding.

CLOSED Request for Letters of Interest: Durham City/County Bicycle & Pedestrian Plan
Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), through Central Pines Regional Council (CPRC), invites qualified consulting firms or persons to submit a Letter of Interest for a joint Durham City and County Bicycle and Pedestrian Plan. Elements of this planning process will include robust public and stakeholder engagement, background data collection and plan review, development of comprehensive pedestrian and bicycle network plans, prioritization of pedestrian and bicycle network gaps, and policy and implementation recommendations.

CLOSED Request for Qualifications: Intelligent Transportation Systems Consultant
Central Pines Regional Council invites qualified consulting firms or persons to submit Statements of Qualifications, Interest, and Experience for expertise in Intelligent Transportation Systems (ITS). The purpose of the Consultant is to work with a project stakeholder group comprised of representatives from the Capital Area Metropolitan Planning Organization (CAMPO), Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), North Carolina Department of Transportation (NCDOT), and various local governments that are currently working to determine a better and more meaningful approach to ITS in the Triangle region of North Carolina. The Consultant will work with these stakeholders to assist in implementation of the region's ITS plans by providing technical assistance and facilitating discussions and activities of the stakeholder group and member agencies, resulting in meaningful and productive plans and project implementation in service to a regional vision.

CLOSED Request for Qualifications: Design Phase - Trinity AME Zion Church Rehabilitation
Central Pines Regional Council (CPRC) is requesting services from a qualified design team to support the rehabilitation of a historic church in Southern Pines, North Carolina – the Trinity AME Zion Church. CPRC is seeking a person/firm that meets the professional qualifications referenced in 36 CFR 61 for design services to produce schematic drawings, design development drawings and outline specifications, construction drawings and specifications, and to provide bid services and construction administration. A Contractor will be selected through this RFQ process based on their proposal, potential interview, and qualifications/experience. Funding for this project is made available through a grant award issued by the National Park Services under the African American Civil Rights grant program. CPRC does not own the resource but is the fiscal agent and program manager of the grant award.

CLOSED Request for Proposals: Outreach & Engagement Consultant for Climate Pollution Reduction Grant
This Request for Proposal (hereinafter RFP) is being issued by CPRC to execute stakeholder outreach and engagement for the CPRG planning grant in support of the development of two climate plans, the first completed climate plan is due to EPA at the end of February 2024 and the second completed plan is due to EPA July 2025. CPRC seeks proposals from qualified consulting firms (Consultant) based out of North Carolina to develop a stakeholder engagement strategy and associated implementation materials for stakeholders in Metropolitan statistical areas (MSA) of Raleigh-Cary and Durham-Chapel Hill for two Climate Action Plans- Priority Climate Action Plan (PCAP) and Comprehensive Climate Action Plan (CCAP). Deliverables will include materials development, workshop delivery, and extensive community-based organization support for conducting equitable engagement, with an emphasis on effective engagement of low-income and disadvantaged communities.

CLOSED Request for Proposals: Community Based Organization (CBO) Outreach & Engagement Funding Climate Pollution Reduction Grant
Central Pines Regional Council (CPRC) is requesting proposals to subaward grants to
community-based organizations (CBO’s) that serve communities in Orange, Durham, Wake, Chatham, Person, Franklin, Granville, and Johnston Counties under an Environmental Protection Agency (EPA)-funded Climate Pollution Reduction Grant (CPRG) for Metropolitan Area Planning. We are looking for CBOs that not only have strong relationships with the people in the geographic area(s) they serve, but also have staff representative of the community they serve, including being led by people of color and who use multilingual communication.
